measure_authors.author_id

author_id is the primary key for the measure_authors table. 

 This key is used to link records in the 'measures' table to the organisation that authored the measure.

A measure author is not the same as a data provider. For example, if CMS provides PSI data, CMS is the data provider, but AHRQ remains the measure author (unless CMS changes the measure specification...)
