Poor Performer

Poor Performer is the title given to a value for a measure that is statistically worse than the average range.  If a measure is a more_is_better measure, Poor Performers are assigned to rows where the values are significantly lower than the average.  If a measure is a less_is_better measure, Poor Performers are assigned to rows where the values are significantly higher than the average (mortality measures).  If it is compared to national average, the sig_var_nation of a poor performer is set to -1, if it is compared to state average, the sig_var_state of a poor performer is set to -1.
